Submission to the 2024-25 ACT Government budget process

Summary

Equity Economics and the ACT Alliance for Evidence-Based Education have submitted a joint submission to the 2024-25 ACT Budget process, proposing a $92 million investment over four years to allow the ACT public education system to become a work leader in implementing evidence-based literacy and numeracy practices.

A data-driven approach is required to ensure students in the ACT master the fundamentals so that they are able to navigate the complexities of the world beyond the classroom.

Findings

Implementing a multi-tiered system of support would ensure that all students in the ACT acquire the literacy and numeracy skills they need for life.  

1.      Screening all students three times a year to identify those who may be at risk of not meeting standards, and who may need additional support;

2.      Progress monitoring to ensure all students are improving, and to evaluate the effectiveness of classroom instruction and interventions;

3.      A progressively intensive system of support, starting with whole class instruction, then adding small group tutoring and one-on-one support for students who require extra doses of instruction

4.      Data to inform decision-making about instruction, intensification of support, and allocation of resources; and

5.      Investing in teachers through professional development and coaching.
